On June 16, the National Development and Reform Commission (NDRC) of Hebei province issued the "Notice on Organizing the Application for Pilot Work on Hydrogen Energy in the National Energy Sector."

Hebei province emphasized that all cities should attach great importance to this matter, promptly organize relevant units within their jurisdictions to integrate advantageous resources and actively apply for the pilot projects in accordance with the directions and requirements outlined in the application guidelines. They should strictly review the application materials for the recommended pilot projects. In principle, both project and regional pilot projects should be completed and put into operation or fulfill their pilot tasks within three years. Applicant units should meticulously prepare in strict accordance with the relevant requirements specified in the national notice on pilot work, including the application process, eligibility criteria, and application methods. Any falsification is strictly prohibited. Please submit the applications to the Development and Reform Commission of Hebei province by July 8, 2025.

Notice on Organizing the Application for Pilot Work on Hydrogen Energy in the National Energy Sector

To the Development and Reform Commissions (Bureaus) of various cities (including Dingzhou and Xinji cities), the Energy Bureau of Zhangjiakou city, the Reform and Development Bureau of Xiong'an New Area, and relevant units:

Recently, the National Energy Administration issued the "Notice on Organizing Pilot Work on Hydrogen Energy in the Energy Sector," which is hereby forwarded to you. Please promptly organize and carry out the pilot application work in accordance with the requirements of the National Energy Administration's notice (for details, please refer to https://www.nea.gov.cn/20250610/472b12c43f534aab9a95de81034dcd92/c.html). The relevant matters are hereby notified as follows.

1. This pilot application includes two forms: project pilot and regional pilot. The pilot directions encompass four fields: hydrogen production, hydrogen storage and transportation, hydrogen application, and common support, as well as 11 specific directions such as large-scale hydrogen production and integration, and advanced flexible off-grid hydrogen production.

2. For project pilots, the application shall be submitted by the owner unit, focusing on a single pilot direction. Relevant projects should, in principle, have completed approval and filing procedures. The applications shall be recommended and submitted by the municipal energy authorities, with the recommended list sorted by priority. For projects where the owner unit is a subsidiary of a central state-owned enterprise, a letter of support from the headquarters of the central state-owned enterprise should be attached.

3. For regional pilots, to enhance the competitiveness of the application and expand the coverage of the pilot, the leading city should jointly apply with one or two other cities. They may coordinate and organize the implementation of relevant projects, covering multiple pilot directions in the "production, storage, transportation, and utilization" of hydrogen energy. The application shall be organized by the energy authorities of the leading city, and a joint application letter from the energy authorities of the covered cities should be attached.

4. All cities are requested to attach great importance to this matter, promptly organize relevant units within their jurisdictions to integrate advantageous resources and actively apply for the pilot projects in accordance with the directions and requirements outlined in the application guidelines. They should strictly review the application materials for the recommended pilot projects. In principle, both project and regional pilot projects should be completed and put into operation or fulfill their pilot tasks within three years.

V. The applicant organization shall meticulously organize and prepare in strict accordance with the application procedures, eligibility criteria, and submission methods outlined in the national pilot work notification. Fraudulent practices are strictly prohibited.

VI. The pilot application materials (3 hard copies and 2 electronic copies on CD-ROM) and the municipal recommendation letter (in one original) should be submitted to our commission by July 8, 2025. The electronic application materials should be submitted simultaneously by the hydrogen energy authorities of each city through the National Hydrogen Energy Information Platform. Our commission, as the recommending entity, will complete the organization and recommendation process by July 15, 2025.
